The Turmoil Phase

The Turmoil phase is the last step of the Solar Phase, after Production. Its steps are: 1) TR revision, where all players lose 1 TR; 2) perform the Current Global Event, taking influence into account; 3) New Government; 4) Changing Times, where the Coming event becomes Current with its mid-right neutral delegate, the Distant event becomes Coming and a new Distant event is turned up with its top-left neutral delegate.
