Turmoil

Turmoil adds the Terraforming Committee board with six parties, and a Global Event board. Players send delegates into parties, and the Dominant party becomes ruling for the next generation, with a Ruling Bonus for everyone and a Policy tile active in the Action phase. Each generation ends with the Turmoil phase in the Solar Phase.
