Beer is spent to Sell a Cotton Mill, Manufacturer or Pottery, or to build a second rail Link in one Network action. It comes from your own unflipped Brewery (no connection needed), a connected opponent's unflipped Brewery, or a Merchant tile's own barrel when selling to that Merchant.
