Discard any card — it doesn't need to match an industry — to flip one or more of your own unflipped Cotton Mill, Manufacturer or Pottery tiles in one action. For each tile, you need a connection to a Merchant that accepts that industry's goods, plus however much beer that specific tile requires (the tile only shows the beer cost, not stored beer — sometimes it's 0): spent from your own unflipped Brewery (no connection needed), a connected opponent's unflipped Brewery, or the Merchant's own beer barrel. Spending a Merchant's own beer this way also triggers that Merchant's printed bonus. A flipped tile immediately advances your Income Marker and scores its VP at the next era-end scoring.
